Ashby's Law of Requisite Variety
Do not try to control a complex system with a single, rigid response. Ashby's Law of Requisite Variety states that a regulator needs enough variety in its possible actions to absorb the variety of disturbances confronting the system. In practical terms, leaders can achieve requisite variety in two ways: increase the response options, authority, information and capabilities of the controller, or reduce the variety that reaches it through standards, filters, automation, modular design and clear boundaries. The objective is not maximal complexity everywhere. It is to place sufficient adaptive capacity at the point where uncertainty must be managed. A system fails when the situations it encounters outnumber the responses available to those responsible for governing it

It is the cybernetic principle that a controller needs sufficient variety in its possible responses to regulate the variety of disturbances affecting a system.
Who developed the law?

Organizations often respond to complexity with a universal rule. A new policy is applied to every customer, a central committee approves every exception, or a dashboard condenses diverse conditions into one red-amber-green label. These approaches can create the appearance of control while failing to manage the actual variety of the system. Ashby's Law of Requisite Variety explains why:
a controller cannot regulate situations that are more varied than the responses it can produce
The core principle
W. Ross Ashby's Law of Requisite Variety is a foundational idea in cybernetics, the study of regulation and control in complex systems. Ashby defined variety as the number of possible states a system can exhibit. The law is commonly summarized as "only variety can destroy variety": a regulator must have sufficient variety in its actions to offset the variety of disturbances that threaten the outcomes it is trying to control1.
A thermostat offers a simple illustration. A basic thermostat can detect a temperature condition and switch heating on or off. It can regulate a limited range of thermal variation because it has a limited but relevant set of responses. If the system also faces humidity problems, open windows, equipment failures and different temperature needs across rooms, a simple on-off control may no longer be sufficient. More sensing, zoning and response options are needed, or the environment must be simplified.
The law is not a call for complexity for its own sake. It is a requirement for adequate control. The controller does not need to reproduce every detail of the environment. It needs enough distinctions and actions to keep the essential variables of the system within an acceptable range. The controller's relevant variety must match the variety that matters for the outcome.
What variety means
In everyday language, variety means diversity. In Ashby's usage, it is more precise: the number of distinguishable states, events, or options. A customer-service operation encounters variety when requests differ by product, geography, language, urgency, regulation, account status and technical condition. A supply chain encounters variety through demand changes, supplier reliability, transport disruptions, inventory positions and production constraints. A manager encounters variety through different employee skills, motivations, work conditions and task requirements.
High variety does not automatically mean a system is poorly designed. It may reflect legitimate customer needs, a dynamic market, or a complex operating environment. The challenge appears when the people or systems responsible for regulation cannot distinguish meaningful differences or cannot respond differently when they do. A single rigid rule may work for routine cases but create failure for exceptions.
Ashby framed regulation as the reduction of variety in outcomes. Disturbances introduce variability into a system, while a regulator seeks to keep essential outcomes stable. ScienceDirect's overview explains the core logic: the regulator's variety must be at least as great as the variety of disturbances if it is to reduce variation in the regulated outcome2. The law therefore connects uncertainty to design.
Two ways to achieve control
Organizations can satisfy requisite variety through two complementary strategies. The first is to increase the variety of the controller. Give the regulator more information, skills, authority, tools, response options and access to specialist support. A frontline service representative may need a broader range of resolutions, better customer context and authority to make exceptions. A local operations manager may need real-time data, cross-functional escalation paths and the ability to reallocate capacity.
The second strategy is to reduce the variety that reaches the controller. Standardize inputs, simplify product configurations, automate routine cases, use clear eligibility rules, create modular interfaces and remove unnecessary exceptions. A company does not need a human expert to handle every customer request if it can design products and processes so that many requests become predictable and self-serviceable.
These strategies are often treated as opposites, but strong systems use both. A bank may standardize low-risk transactions and give specialist teams high discretion for unusual cases. A manufacturer may use common components to reduce production variation while empowering local technicians to handle equipment anomalies. The design question is where variety should be absorbed and where it should be eliminated.
Why central control often fails
Centralization can reduce duplication and enforce consistency, but it can also strip local controllers of the variety needed to respond to varied conditions. A headquarters team may have broad visibility but lack the contextual information, speed and response options required for frontline decisions. If every exception must travel upward, the system creates queues, delays and information loss. The central team then sees a simplified version of a problem that has already changed.
This does not mean decentralization is always superior. Local teams can also lack the variety needed for a decision that involves enterprise-wide trade-offs, scarce capital, legal risk, or shared infrastructure. Requisite variety is about matching decision rights to the source of variation. Decisions should sit where the controller has enough relevant information and enough legitimate actions to address the disturbance.
A practical test is simple: when a recurring exception occurs, can the person closest to it distinguish the important conditions, choose among appropriate responses and act within the required time? If not, the organization has a variety gap. It can close that gap by improving local capability, changing the escalation mechanism, or redesigning the process so that the exception occurs less often.
The role of information and authority
Information alone does not create requisite variety. A dashboard may expose hundreds of signals while leaving the decision maker with only one permitted action. That is observation without regulation. Likewise, broad discretion without relevant information can create inconsistent or harmful responses. Effective control requires both sensing and acting:
the ability to recognize which state the system is in and the authority, tools and skill to choose a response that fits
For example, a retailer may detect regional demand shifts through real-time sales data. If store managers cannot adjust inventory, pricing, staffing, or merchandising, the data does not close the loop. Conversely, if managers can change local offers without visibility into margin, inventory and brand constraints, they may optimize one location at the expense of the system. Requisite variety comes from an aligned combination of signals, choices and boundaries.
This alignment is why autonomous teams need clear guardrails. Autonomy expands local response variety, but it should operate within constraints that protect essential variables such as safety, compliance, brand standards, or capital limits. The organization does not need to prescribe every action. It needs to define what outcomes must remain controlled and what choices are available to protect them.
Apply the law to operations
In operations, the law helps distinguish useful standardization from destructive oversimplification. A call center may use scripts for frequent requests, reducing variety and improving speed. But when a customer has a complex issue, a rigid script can trap both customer and representative. The remedy is not to abandon standardization. It is to create a route to a controller with more variety:
a specialist, a broader authority level, or a different workflow
Supply chains offer another example. A single sourcing rule may be efficient in stable conditions but fragile when disruptions differ by region, transport route, component, or supplier. Requisite variety can come from alternative suppliers, inventory buffers, flexible manufacturing, scenario planning and local decision authority. Each adds response options. The company can also reduce demand-side variety through product standardization or allocation rules.
Digital systems make the principle especially visible. A fraud-control model faces varied patterns of legitimate and illegitimate behavior. If it has only a binary allow-or-block response, it may either let too much risk through or reject too many valid transactions. Adding responses such as step-up verification, delayed settlement, manual review and differentiated limits increases regulatory variety. Better features increase sensing variety. Together, they allow the system to regulate a more varied environment with fewer harmful outcomes.
Avoid the complexity trap
The phrase "match complexity with complexity" can be misunderstood as an invitation to build elaborate organizations. Ashby's law does not require the entire enterprise to become as complicated as the environment. It requires the relevant controller to have enough variety at the point of regulation. The rest of the organization can remain simple if it reduces unnecessary variety upstream or creates clean interfaces.
Too much controller variety can also create problems if it is unstructured. Unlimited exceptions, poorly defined authority and excessive customization can make outcomes inconsistent and expensive. The aim is requisite variety, not maximum variety. Response options should be differentiated where the differences matter and standardized where they do not.
A useful design practice is to classify variation into three categories: variation that must be absorbed because it reflects meaningful customer, risk, or operational differences; variation that can be reduced through process or product design; and variation that can be ignored because it does not affect essential outcomes. This classification prevents the organization from treating every exception as equally important.
Build adaptive control systems
Adaptive organizations deliberately review their variety gaps. They look for recurring escalations, long queues, repeated workarounds, inconsistent outcomes and frontline decisions that lack authority. These are signals that disturbance variety exceeds controller variety. They also look for policy exceptions that occur frequently enough to become a standard case, which suggests that the system has failed to learn from its own variation.
Several design moves help close the gap.
- Define the essential outcomes to regulate, such as safety, service level, quality, margin, compliance, or resilience
- Map the disturbances that most affect those outcomes and identify which ones are frequent, high-impact, or rapidly changing
- Give the responsible controller the sensing data, skills, decision rights and response options needed for those disturbances
- Standardize or automate routine cases so scarce human judgment is reserved for meaningful variation
- Use escalation paths and specialist support for cases that exceed local authority or expertise
These measures create a layered control system. Routine variety is absorbed through design and automation. Local variety is absorbed by empowered teams. Rare or systemic variety is escalated to controllers with broader resources. Each layer has a role and the system becomes more resilient because no single controller is expected to handle every condition.
The leadership implication
Ashby's law changes how leaders think about control. The question is not whether a policy is consistent or whether a manager has a dashboard. The question is whether the organization can sense and respond to the full range of disturbances that matter. When response options are too narrow, managers compensate with escalation, delay and ad hoc workarounds. When response options are too broad and unbounded, the organization loses consistency.
Good leadership creates enough variety where the work is varied and removes variety where it is wasteful. It combines standard operating procedures with routes for exception handling. It gives teams discretion within explicit limits. It builds information systems that support decisions rather than merely report outcomes. And it redesigns products and processes to keep complexity from accumulating where no one can manage it.
A controller needs sufficient variety to manage the variety of the system it regulates. That principle is a practical test for every operating model:
can the people and systems responsible for outcomes recognize the relevant differences and respond with enough appropriate choices? If not, control is only an aspiration
Ashby's law does not require every manager or control system to mirror every detail of the environment. It requires enough effective variety to keep essential outcomes within acceptable limits. Organizations can create that variety through people, decision rights, information systems, rules, escalation paths, partner networks and autonomous teams. They can also simplify the environment they must regulate by standardizing inputs and reducing unnecessary exceptions. The strategic task is to decide which variety to absorb and which to eliminate. Companies that make that distinction can operate with both resilience and simplicity, rather than oscillating between bureaucracy and chaos
