How is a data literacy program different from BI tool training?

BI tool training teaches people which buttons to click in a specific product. Data literacy teaches people to interpret, question, and act on the numbers regardless of which tool displays them — including recognizing when a number looks wrong. You need both, but they are different curricula with different owners.

How long does it take to see measurable results?

Expect the first meaningful movement in adoption metrics (self-service tool usage, reduced ad hoc data requests) within one quarter of a pilot launch. Confidence scores and behavior change in actual decision-making conversations typically take two to three quarters to show up clearly.

Do we need a dedicated budget line, or can this run inside existing L&D spend?

It can start inside existing L&D spend for the pilot, but plan for incremental cost once you scale — primarily facilitator time, Data Champion time (roughly 2 hours/month per champion), and periodic curriculum refreshes as systems change.

What's the single most common reason these programs stall after a strong launch?

The executive sponsor moves on to the next priority after the kickoff event. The program needs the sponsor visibly using data in their own recurring meetings for the life of the rollout, not just at launch.

Should governance own this program, or should L&D?

Neither should own it alone. L&D owns curriculum design and delivery mechanics; the data/analytics or governance function owns content accuracy and the escalation path for Data Champions. A joint steering committee is what keeps both halves connected.
